Why two reports

The first report finds it. The second proves it's fixed.

Most assessments stop at "here's what's wrong." That's the Silver report. The value is in the line between the two: a prioritised plan, the safe fixes applied first, the rest worked through with the team — and a re-assessment that puts a number on the result. Silver 63 to Platinum 93 isn't a promise, it's the same engine scoring the same estate twice. That's the difference between a scan and a programme.
